The index’s authors also explained that top cities were chosen by how they rebounded from the pandemic in addition to factoring in stability, good infrastructure and services and enjoyable leisure activities.

Toronto is the largest yet most diversified city in Canada. The city has a population of around 3 million. It is situated along Lake Ontario’s northwestern side.
